IT was quite interesting to see how Indian Prime Minister Manmohan Singh tried to make the world believe in an obviously contradictory aspect of the situation that was prevailing in the part of Kashmir under his country’s forcible occupation. Addressing a two-day conference of police chiefs and intelligence officials at New Delhi on Tuesday, he maintained that things were getting better there, as violence was at the lowest ebb. However, at the same time, he devised a pretext to keep Pakistan under pressure by accusing it of greater infiltration not only from across the Line of Control but also other routes. He talked of Nepal and Bangladesh as two of the other channels of militants’ entry into the Indian-held Kashmir. Prime Minister Singh did not bother to explain that with infiltration on the rise how the expected increase in violence was not occurring; for, clearly, they were entering the disputed state to create trouble.
New Delhi’s propaganda machinery constantly remains in top gear when it comes to berating Islamabad in the eyes of the world. The thicker the soup Pakistan is in the louder the noises it makes about its so-called culpability in one crime or the other. And as Pakistan at present is buffeted by daunting challenges from all sides, no other moment could be more conducive for the Indian propagandists to trying to put it on the mat. Presently, India’s purpose of levelling allegations about terrorist cells in Pakistan poised to disturb the peace in India sits well with the international community that never tires of voicing concern about terrorist sanctuaries here. Taking shelter under the threat of terrorism, it refuses to accept Islamabad’s demand and outside pressure to restart the stalled composite dialogue. Since it is hard to conceive of another way to settle the lingering disputes than peaceful negotiations - war being a suicidal option between the two nuclear states - the stories making the rounds about back channel diplomacy gain credibility. That, in view of the manner in which the government is surrendering our sovereign rights, is, indeed, a worrisome prospect and must be replaced with the normal diplomatic practice of dialogue.

India must realise that the outstanding issues between the two countries simply cannot be wished away. Nor could an imperialist power wrest control of an alien territory and find a compliant population at this age and time. The Kashmir dispute has to be resolved in accordance with the aspirations of the people of Kashmir to pave the way for good neighbourliness relations for the two nations to realise their potential.
